The French military has been known to use EAM freqs I believe. I'm not sure where I read that or how true it is. I know they show up a lot around the shortwave.

At one time or another I think I have heard almost every NATO nation on the HF-GCS frequencies. Both using the system (as in phone patches and joint communications) and with discrete communications.
The echo on the louder of these 2 stations is not there for the same reason it is often heard on US stations (particularly US ground stations). The echo on this recording is caused by simple feedback, there is a speaker of some kind that is presenting side tone or channel reception within ear shot (mic shot?) of the person using the microphone. The echo on US stations is primarily caused by two factors. The largest contributor to the echo is network latency between transmission nodes. The second contributor is propagation delay from multiple transmission nodes.
