There was mention of the Caribbean and the EST time zone, so that gives credence to the Bahamas theory.

Nice catch, that voice almost sounds familiar to the voice used on the National Weather Service stations that I hear locally on my scanner.

There are quite a few stations on 4369 (coastal station channel 405 QSX on 4077). CBV Valparaiso Radio Chile , EQM Bushire Radio Iran , EQO Nowshahr Radio Iran , PPR Rio DE Janeiro Radio Brazil , WLO Mobile Radio USA ,n XSG Shanghai Radio China ,XSL Fuzhou Radio China , zsc 25 Cape Town Radio South Africa , ZSD Durban Radio South Africa & ZSQ Port Elizabeth Radio South Africa

I figured it was, as WLO is by far the most commonly logged VOLMET on 4369, I was just pointing out how many users there still are on maritime HF.
