this could be a numbers station, the "carrier" sounds remarkably similar to XPA
my theory is some kind of polytone, XPA 3 anyone?

I don't think it's any MFSK.
I see/hear that type of sound a lot, actually. It could be a radar of some sort. Or just some odd signal that bounces around.

May this just be two signals laying on top of each other by coincidence? If I look closely, I can see both the snake and this other FSK-like signal fading on top of each other. Alternatively, conjecturing more, this could be transmission artefacts of some kind from an unstable transmitter.

that could be what it is, its not part of the "Snake" signal, as its still there 2 hours later...

This looks like the snake charmer but I've never seen it on this freq before. Its usually much higher. Normally found on 14756 16926.5 16929 17299 17383 19281.5 22483.5 22819
